Default fuel tank siphoning

Folks, I want to remove the existing 3/4 tank of fuel. Please tell me what ways are best accomplished with limited tools and just a garage? The hand pump I have for fluid transfer is not even getting the pump's inlet tube down to the fuel level through the fuel filler. Thank you. Michael

I ended up driving the fuel down. Good enough.
